不过普京对绍伊古能力十分欣赏，仅仅六个月后就再次邀请他入内阁，担任国防部长，也就是说，莫斯科州长其实只是一个过渡职位。

作为国防部长，绍伊古实施了一系列的改革，以使俄罗斯军队专业化，并赢得了普京的充分信任，曾经为普京在他的家乡图瓦省组织狩猎和钓鱼之旅。

绍伊古12年的国防部长任期使得他可以彻底改造俄罗斯军队，并在 2014年坚决执行了吞并克里米亚的命令，虽然绍伊古曾劝阻，但是毫不含糊地执行了这一行动。

虽然在西方媒体中，绍伊古似乎在当前乌克兰冲突中的表现受到广泛批评。特别是网红瓦格纳领导人普里戈津，在2023 年 6 月的瓦格纳政变中“要求” 罢免绍伊古。

然而忠诚已经不能作为国防部长的唯一决定性因素，科技创新的需求让绍伊古不得不让位给新人！

现在，俄军在乌克兰战争中得到了检验，证明绍伊古对于军队改革相当成功，在平时只要100万军队维持和平，而战时可以顷刻间征兵数十万老兵，执行国家所需要的战斗。

但是，俄罗斯军队的战斗力在战争中进一步改造证明，俄军必须持续进行现代化改造，科技日新月异的情况下，军工和后勤成为军队战斗力的最重要核心，那么绍伊古这个军人国防部长已经逐渐不再适应军队的发展需要。

他的父亲雷姆·别洛乌索夫是勃列日涅夫时代的改革派经济学家。

年轻的别洛乌索夫作为格列夫的门生开始了他的公共服务生涯，格列夫是俄罗斯“第二次转型”的缔造者之一，即在第一次社会主义转型之后从叶利钦时代的休克疗法向普京时代的国家资本主义的转型到自由市场。

格列夫作为普京的第一任经济发展部长，帮助遏制了 20 世纪 90 年代的混战局面，为企业建立了稳定的经济环境，同时赋予国家更大的作用。

别洛乌索夫和格列夫一样，享有廉洁的声誉，反腐将是他担任国防部长后的首要任务之一。

同时，根据俄乌战场的表现，军队科技化，和军工现代化才是下一任国防部长最需要解决的问题，这是一个系统工程，需要经济学家改造整个军工体系来满足现代化的发展需求。

别洛乌索夫此前担任副总理时，最典型的任务是负责监督 2023 年启动的“国家无人机”项目，该项目除其他外，为学校和学院提供无人机，以培训操作员并成立学生无人机俱乐部。

他在一月份夸口说，到 2030 年，国内无人机产量将增加两倍，政府投资将超过 70 亿美元。这将减少俄罗斯对外国制造无人机的依赖，例如俄罗斯军队目前在乌克兰使用的伊朗沙赫德无人机。

前美国国防部长埃斯珀对别洛乌索夫的任命表示担忧：“莫斯科最大的焦点是它正在转向军事经济，GDP的7%用于国防，同时新任国防部长支持创新！“

从时间上看，这些项目是普京提名他担任国防部长的铺垫，由他主导的军队无人化，智能化改造如果取得成功，并在战场上有效取得胜利并减低军人伤亡，这将让他得到军队的广泛爱戴。

显然，一个从普京刚开始执政的时代就在经济领域展露头角，并持续推进俄罗斯的经济改革取得重大成功后，再一次在国防部长位置上赢得军人的爱戴，普京继承人的轮廓就浮出水面。
